I think you did a wonderful job handling the highlights on her hair and the shading on her face and lips. I really like the detail on the tiara.
While the shading on the skin on the face is lovely, the skin on her neck and upper chest doesn't compare. I would maybe expect to see some definition of the collarbones and neck tendons, but instead it almost looks like cloth that is slightly bunched up here and there. Her face looks a little long, but maybe because it seems to me her eyes are placed rather high. Her shoulders droop down quite a bit (I would expect the lines defining the tops of the shoulders to level out and become more horizontal as they moved away from the face.
Is the decoration on her choker emitting light or is it just supposed to be pure white? If it's supposed to be white, some purple-gray shadows around the right (our right) edges of the star would help to give it volume. If it's supposed to be glowing, there should be some highlights on the nearby surfaces, like the bottom of her chin.
I can tell you used the smudge tool for the bottom of the hair because some of the tips cut off and then reappear where the smudge tool had gone through them (if that makes sense). Although to be honest I didn't really notice that at first.
Well I hope that helps. Overall I think this turned out very nice. Major props to you for doing Sailormoon fanart in a more realistic style.
